Well, it's the same even today. Most countries won't give in to blackmail., especially not in regard to "less important" people.
Not to mention that even today the poor and the ordinary people don't have the same privileges that those have who are in higher postions.
Arthur, according to the legend, was a noble-minded person and a king who was far ahead of the times he "lived" in, but actually it wasn't realistic.
I'm not saying it is right to abandon those who are not considered to be important enough but it is common behaviour - unfortunately.
Not evil, just ignorant, both back then and today.
I do believe Uther thinks that he does it for the greater good, which is Camelot in this case because he wants to avoid a war or to let even more of his people die.
Additionally to his sometimes questionable pride.
Gwen is one of my favourite characters of Merlin but to see all sides of the story,
the lives of servants or not important people do not matter when there are higher things at stake, that's true, but again, it was (and most of the time still is) usual treatment.
But I don't see it as an evil act. Merlin is not Star Trek (and I love Star Trek), so the characters of the dark age (or whatever age the show takes place) can't all behave like ethically advanced individuals, depending on what positions they hold.
